Family pension after death of a Central Government pensioner: The Department of Pension and Pensioners’ Welfare (DoPPW) recently took an action to stop the harassment inflicted on the spouse and family members of a deceased Central Government pensioner.
Family Pension after Death of a Central Government Pensioner: The Department of Pension and Pensioners’ Welfare (DoPPW) recently took an action to stop the harassment inflicted on the spouse and relatives of a deceased Central Government pensioner. In the event of the death of the pensioner, the Pension Disbursing Bank requests the spouse or relatives of the deceased to produce data and documents that are not even necessary for the introduction of family pension. In a letter to banks, DoPPW said that “this amounts to harassment of spouse and family members and often leads to an avoidable delay in the initiation of family pension by banks.”
The DoPPW has asked the issuing banks to provide only “minimum details required from family pension applicants and to ensure that pension applicants are not harassed.”
You are requested to issue appropriate instructions to the CPPC(s) and pension paying branches of your Bank to obtain only the minimum required details/documents from the family pension applicants, and to ensure that they are not subjected to any harassment. As per the letter, the data of family members other than the applicant is not relevant for starting the family pension by the bank. Therefore, banks should not request such details from the applicant under any circumstances.

Documents required to apply for family pension
As per the DoPPW, the spouse/family member whose name is included in the PPO issued to the deceased pensioner, needs to submit only the following documents for commencing family pension for him:
Case 1. If the deceased pensioner and his wife had a joint account:
A simple letter/request for introduction of family pension.
– Death certificate of the deceased pensioner
– Copy of PPO issued to the pensioner
-Proof of age/date of birth of the applicant
DoPPW stated that the spouse/family member need not submit the details on Form 14 for commencement of family pension in this case.
Case 2. If there was no joint account of the spouse and the deceased pensioner
– Request on Form 14 with signature of two witnesses
– Death certificate of the deceased pensioner
Copy of PPO issued to the pensioner, if available
-Proof of age/date of birth of the applicant
DoPPW stated that in this case Form 14 need not be attested by Gazetted Officer etc. Rather, the paying bank is required to identify the spouse/family member based on the information provided in the PPO and its KYC procedures. .
Case 3. If the family pension should be transferred to any other family member after the death of the pensioner and the spouse
– If another member of the family is co-authorized for family pension in the PPO, the same procedure should be followed as in case 2 above.
– If the name of other family member is not included in the PPO, they should be advised to approach the office where the last Government servant/pensioner was employed for issue of fresh PPO.
